For Star Powers, we prefer Shocky over Energize. Energize isn't bad, as it allows you to both heal your turret and damage enemies at the same time. But Shocky helps especially when enemies are bunched up. You can use it to damage a Heist Safe while the projectiles scatter towards enemies.

For Gears, we prefer Gadget Cooldown and Damage. Jessie's gadgets are very useful, so having quicker access to them may help in the long run. Furthermore, we recommend a damage gear as she may need it in a pinch.
